It is May 9, 2040. Fifteen-year-old Allegra Europa discovers an old, dusty book in the attic of her parents’ house, in a box filled with worn-out EU flags. She blows away the dust and recognises her mother’s photo from her younger years on the book cover. She FLIPs through the pages and discovers many Polaroid photos of her and her friends waving EU flags on the streets. Curiosity piqued, she starts to read.

“A rescue plan for Europe. Nothing less than that is what I envision. It wants either to be driven and implemented from the bottom, by us, or not at all.

Are in the midst of the development and reform process of the EU. For many, this process is seen as one of complaining and criticising. But reform is not a destructive process where everyone just loudly expresses what is wrong. It is something constructive, something renewing. I believe that we should be aware that we can view it from this positive perspective, with an optimistic outlook. Because then we recognise what many of us do not realise at all: WE are making a historical moment.

WE now has a unique opportunity. WE are making history. We are the ones steering the course of our common European future. It would be a shame if we messed it up.

What is the current situation?
Many people still fail to understand that a nation-state cannot stand alone against much greater powers in a globalised and multipolar world. That is the Crux of the matter. That is what it is actually about. Alone, who are nothing.

Current Headlines about crises, which are not lacking, overshadow this core. Smaller things always take precedence over the bigger picture. It is as if we are giving someone injections for lower back pain when they actually need something for the heart. We need more heart for the European community. But we prefer to fight one symptom after another and have no interest whatsoever in understanding the underlying disease we are dealing with.

The real disease is the EU’s inability to take action on many important decisions and global challenges.

This inability is continuously fueled by selfishness, nationalism, and populism.

This inability is often politically exploited by national politicians.

This inability is fueled by fears and reinforced by misinformation in society.

This inability allows nation-states to make the EU the scapegoat, while they themselves are actually responsible.

WE are incapable of cohesion. We lack consideration for others in important common decisions on foreign and security policy. And the most dangerous is the inability to protect our own core values in member countries. IF countries like Poland and Hungary discard our values of freedom and solidarity, who are we then?

What still defines us?

How will the world see us then? One thing is clear: the European Union can only evolve if we, the European civil society, stand behind it and actively participate in shaping its future. People like me. People like you.

WE are this civil society. And if people like me and people like you do not assume this role, we leave the stage to the idle ones. To those who blame ‘those up there’ for everything and let ‘us here down’ do as they please. To those who fundamentally knew nothing and therefore could not be fundamentally do anything against anything.

With such an attitude, who Forfeit the opportunity to have a voice on the global stage among other world powers. The opportunity to effectively and quickly combat climate change. The opportunity to protect European values within and outside the EU. Any reform process wants to fail with search for attitude. And that means: Our future fails.

Now, folks, now we still have the chance to fight and turn the tide. It is not too late yet. The coming years want to determine the direction in which we as a community wants to develop. I write these lines breathlessly. As if I were here at the laptop, sitting, running against everything that could stand in our way. I type with lightning speed on the keyboard because I have longed to write all this down for so long, to reach as many people as possible and call upon them to run with me. It’s about a lot, people. Damn, it’s about a lot.”

Allegra smiles and gazes out of the dusty window. “So, this is where it all starts,” she thinks quietly to herself, gently caressing the stars on a Colorful flag.

EUARENAS City of the Future

The City is based on liberating structures that are not only visible in the City’s built environment but also within the relationships between people, organisations and institutions. At the heart of the City is a sprawling park. This landscape is a hive of activity. Crafted between the trees is sheltered learning space. A University Professor is delivering a talk on the opportunities and threats of artificial intelligence. The learners are working together with the Professor to decide how they share and use this knowledge. Nearby, people have gathered in the outdoor community cinema space watching an animated fictional film about an Autistic child who goes on an adventure to a new City. By the side of the river, a bandstand is housing musical performances from newcomers to the City - the sounds filter through the surroundings. From the park, nature flows through the City - connecting and running through the districts that create the City’s ecosystem. Elsewhere, on a piece of wasteland, politicians and civil service staff are sat in a circle on seats fashioned from the tyres and breeze blocks that have been dumped on the land. They are discussing what to do with the land. Some residents feel it needs to be used for new, affordable, well-insulated housing with solar panels and heat pumps. Others feel it should be a communal allotment for the existing residents. An architect is listening and drawing sketches of these ideas. They are working out ways to combine them. Further down the pathway, a playground has been built using recycled materials. Each piece of equipment needs at least two children to participate in it to make it work; it has been designed to foster collaboration through play. In a prominent square in the City is the City Hall. Large bi-folding doors open its ground floor space to the public, seamlessly connecting the pavement into its interior. Within this space are various seating areas and information displays about what is happening in the city and how people can be involved. The information is in text and audio, with technology translating into a variety of languages used by the City’s population. Civil service professionals are talking 1-2-1 with residents in the space, using the information in the space and portable digital tools to help them navigate the various processes and services that will help them address the challenges they are facing. Appointments are not needed in this space and the opening hours extend beyond usual office hours. In the square outside a demonstration led by young people is taking place. They are protesting against surveillance methods proposed by the City’s administration. Speakers have been invited to use the public platform stage in the square to present their perspectives. Above, the windows of the City Hall are open so the ideas and concerns can flow into the building. A number of politicians have come out from the City Hall and are talking with the young people who are a part of the demonstration. Shoppers stop to listen to the talks as they go about their daily business, and some decide to sit down and talk to other residents. Nearby, a water fountain and public lavatories provide the means for people to stay a little longer than they’d imagined. Across the river, a woman using a wheelchair takes the lift down to the metro station. As she is buying her travel ticket, she is offered a reduced fair for participating in a short survey about plans for revising the metro service. Outside, a digital display is showcasing recent actions taken by the local administration based on engagement with residents and local news from different communities. The display uses minimal text, communicating largely through visuals. There is an option to scan an icon to hear the updates as audio descriptions or as a fuller text report in a variety of languages. Similar displays, voting mechanisms and incentives are incorporated throughout the City’s public transport system. In a corner of the City are a set of unused industrial buildings, reminders of the City’s past. Within them a group of residents are experimenting with how they can be repurposed or temporarily used to meet the needs of the City’s people. In one building, a temporary art gallery has been set up with work from independent artists. Outside, on a picnic table with parasol, a human library activity is taking place exploring migration. It is disrupted momentarily by a resident who feels the activity is excluding them and their stories. A Convenor intervenes and talks to the person about this. As you look at the industrial buildings, you realise that they gradually move from the ad-hoc into more longer-term usages. A formerly ‘pop-up’ clothes swap shop now has a permanent residence, a community café that uses locally produced food is open at regular times and an education space has been decorated by local residents. Gradually, the buildings are coming back to life and people are working together to find solutions. This vision for the future is not out of reach. The ideas in it are already starting to happen around us. We need to mainstream them and embed them into our cities. The future is now.

Dear future me, Our world of 2023 must seem very strange to you from your point of view in 2054. You live in a society where equality is the primary value of humanity. Land assets are now shared fairly among all. The limited resources of nature are finally managed globally to ensure their sustainability. You must look at us with respect and gratitude for mobilizing us en masse to change our societies and obtain international cooperation that ensures sustainable well-being for humanity. Of course the richest had to accept to reduce their lifestyle, the transition was painful for all of us who were used to accumulating material goods. But many inspired men and women were able to animate and accompany this revolutionary movement. Thank them. I wish you to keep in mind how much your egalitarian society has required sacrifices. Fight to keep it!
