The official line is to tackle climate change, which is the culprit for all changes, good and bad, that really have nothing to do with it. Local communities realise that cooperation is better than competition, but they don't know what that really means. What happens at global level is transferred to local level and the trends are expected to be the same - warming everywhere, weather extremes everywhere - which is not really the case. Instead of warming, it is colder, because there is the effect of 'cold water coming out of the radiator', which cools everything down.
